Solution after about 15 moves:
Quote: | W wing 16 in boxes 7 and 8 removes 1s from row 9 except for c1 so r9c1 =1 | [/quote] |

I did not actually finish the puzzle, but it looked like there was a choice of at least three one-steppers. BUG+1, XY-Wing and W-Wing. |

So, I went hunting. After basics:
Code: | +-------------+-------------+-------------+
| 9 7 6 | 8 3 1 | 2 4 5 |
| 3 2 8 | 5 6 4 | 7 1 9 |
| 5 1 4 | 2 7 9 | 3 6 8 |
+-------------+-------------+-------------+
| 4 69 19 | 3 2 7 | 5 8 16 |
| 67 5 2 | 14 14 8 | 9 3 67 |
| 17 8 3 | 9 5 6 | 4 2 17 |
+-------------+-------------+-------------+
| 2 3 19 | 16 189 5 | 68 7 4 |
| 8 69 7 | 46 49 2 | 1 5 3 |
| 16 4 5 | 7 18 3 | 68 9 2 |
+-------------+-------------+-------------+ |
Bug +1
XY 1-69
XY 16-8
XY 1-68
XYZ -189
W -16
You can find an XY chain to make an elimination in every cell!
