I would put this puzzle in the BBDB group. I took only 6 steps but I worked hard to clean up in order to find another move.
a "useless" finned x-wing on 1 but by treating the fin as a Kraken fin I got two deletions
finned x-wing on 7
skyscraper 4
w-wing 12 with strong link on 1 in row9 including transporting a third digit 1,
finned x-wing on 2,
a short chain using the inference from a type 3 UR38.
