My first step did coincide with your one-stepper, but I must've missed something, because I finished it only after playing a Hidden UR on 39.

I'm at a loss for the discrepancy. Here is the grid immediately after initial loading. There is a Naked Single and several Hidden Singles present -- including r4c8=4 in [b6] to expose the <27+9> XYZ-Wing for r1c9<>9. After that, basics complete the puzzle.

Initially, I had a three stepper;
type 6 UR 39 with strong links provided two deletions,
Kraken skyscraper 9 made a deletion,
xyz-wing 27-9 to complete the puzzle.

Then I tried only the xyz-wing 27-9 to complete the puzzle in one step.
