OK, I'll be the first to embarrass myself. This drove me crazy. Three ERs plus four other moves got me nowhere. Thus I pulled out my Medusa crutch and it quickly succumbed to a wrap. I can't help but think there were M and W possibilities that I missed.

I'm down to six steps including a w-wing a ur and an xyz-wing. Hopefully someone can simplify this monster. Confused

**update now five steps with a skyscraper and kite.

Two steps.

UR59 in r46c36 provides the strong inference (8)rc63 = (3)r6c6 . (That is, either r6c3=8 or r6c6=3 to prevent the deadly pattern.)

If r6c3=8, then r3c3=3 thereby for a pincer to pair with the 3 in r6c6 and delete 3 in r3c6. (In Eureka: (8)r6c3 - (8=3)r3c3; r3c6<>3.)
Then a transport of 3 provides a nice additional deletion.
If r3c3=3 then r2c1<>3, then r2c4=3; r6c4<>3.

Next, I noticed a skyscraper on 3 in r35c3 that did not have any immediate deletions (which may suggest a Flightless skyscraper?) but a transport completes the puzzle. If r3c5=3, thenr79c5<>3, then r8c4=3; r8c9<>3. (While preparing this post, I realized that the funny skyscraper is part of a coloring step that makes the same deletion.)
