A single step solution is an "Almost" xy-chain. View r3c8 as (17=4).
If r3c8=17 then: 7=2)r2c5 - r2c4 = r6c4 - (2=1)r6c8 - (1=7)r3c8; r3c6<>7
If r3c8=4 then: (4)r3c8 - (4=6)r2c9 - r3c79 = (6-7)r3c6; r3c6<>7

(I think the same "almost" play is possible with this chain as it also depends on (4)r3c8 - (4=6)r2c9 - (6=2)r2c4; r6c4<>2)
I did also play a stricter XY game and it was definitely BBDB for me!! Some of these may be extraneous...
