Two steps
1) UR Type 1 <68> r15c56 eliminating 86 in r1c5.
2) XY-Wing <18> - <17> - <78> eliminating 8 in r9c2 solves the puzzle.

After basics:
Code:
+-------------+-------------+-------------+
| 45  7   3   | 1   9   6   | 2   8   45  |
| 14a 2   8   | 7   5   3   | 6   9   14  |
| 9   6   15A | 8   2   4   | 3   7   15  |
+-------------+-------------+-------------+
| 8   149 146 | 59  3   12  | 45  26  7   |
| 2   5   7   | 4   6   8   | 9   1   3   |
| 3   149 -146| 59  17B 127 | 45  26  8   |
+-------------+-------------+-------------+
| 17A 3   9   | 2  -178 5   | 78  4   6   |
| 6  -18  2   | 3   4   17B | 78  5   9   |
| 57@ 48  45  | 6   78@ 9   | 1   3   2   |
+-------------+-------------+-------------+

You don't need the UR. It is, in fact, removed by basics.

There is a 17-8 XY-wing in R78 and another in R89.

There is also a double W-wing -17 that takes out <1> in R7C5 and R8C2 and, with coloring , <1> in R6C3. Any cell that sees both A and B cannot be <1>.

Any of these is a one-stepper. I dare say there are more.
