I saw a one-stepper and a two-stepper.

The one-stepper:

Based on the 25 rectangle, r5c1 must = 2 or r4c2 must = 8. If the latter, then r4c8 = 2 and the pincers take out two 2s, reducing it to a BUG+1

My first solution was identical to Marty's. A second was another one stepper:
