I had two steps, both involved following the implications of URs to prevent a deadly pattern.
UR25 r18c46; either r8c46=4 or r8c4=7
(4)r8c46 - (4=2)r8c3 - r56c3 = r4c1 - (2=4)r4c7,
(7)r8c4 - (7=4)r2c4.
These two pincers delete 4 from r2c7.
UR45 r36c79; either r6c7 = 2 or r6c9=1
(2)r6c7 - (2-4)r6c5,
(1)r6c9 - (1=4)r5c9.
These two pincers delete 4 from r5c6 to complete the puzzle.
