Danny, is a flightless xy-wing with transport a VH move? Assuming it is, I have a two step solution..........

Hello Ted,
Right now, it qualifies as an XY level step. However, I'd consider arguments that it's equivalent to an Advanced/VH+ step.
As a VH, this puzzle is only three steps.
