Type 4 UR 12 setting r13c3<>2 solves it.

Agreed. But lately I've been having problems solving these with the standard VH techniques. The closest I could come on this one was XY-Wing (281), X-Wing (2), BUG+2 and BUG+1, although I don't know if the BUGs are standard steps.

The standard steps for this site's VH puzzles are X- XY- and XYZ- wings.

No UR's, BUGs, skyscrapers, kites, ... are required.

I will check this one when my time zone rolls around.
