I used 3 VH steps to solve it starting with the 238 XY Wing at r26c6,r3c4 (-3r4c4) which opens up an X Wing of 3's in rows 4 and 9 (-3r5c9) which opens up a 238 XY Wing at r5c59,r6c6 (-8r6c7) which solves it.
