Well, this puzzle beat me. As advertised, it could/did contain a chain that I was not able to find. I know this because I finally gave up and ran "Sudoku Susser".
Did anyone else find a solution without a chain?

If Norm had performed his Skyscraper eliminations first, then a <14> W-Wing would have been exposed to get around a 4-cell XY-Chain.
Aside Note: Except for a couple of puzzles in this set, all of the XY-Chains can be circumvented with either W-Wing(s) or a UR. Some puzzles could be cracked using either alternative. |

Now I am embarrassed since I did perform the skyscrapter first, but missed the w-wing.
