This is scary! I also had 13 steps and 4 kites (or finned x-wing which is equivalent). Is it possible that we have identical solutions?
My biggest problems were a xyz-wing and a naked quad.

Ted, it is my intent to post BBDB puzzles occasionally. The no rules will always apply.
I find it interesting that you and Norm found kites in the solution. Normally, everyone skips/misses the kites when there's a turbot fish/ER present for an elimination. |

I was trying to not use extensive chains as was proposed by Danny in the original post. This gives the puzzle a certain "cadence" feel where the moves come one after with certain moves depending on the one before. |
