When developmental version says it cannot explain the hint, does that mean it is a guess? |

Welcome!
I have no idea if Sam (the site owner) is actually developing the developmental version. I suspect not.
The idea is that the hint should be "look for a hidden pair" (for example) rather than just a solution value in a cell.
If you're looking for a tool to learn by, I recommend Sudoku Susser. Another tool that, unfortunately, is not seeing much new development. But, as it is, it is wonderful!
