I found a couple of three and four VH+ step solutions; seemed many choices were available. Here is a three stepper.

Flightless w-wing 19 with strong link 1 in r4c36 with transport deletes 9 in r9c578,
xy-wing 24-9 with vertex in r9c8,
Type 2 UR78 in r47c89 deletes 2 in r4c5.
