Three moderate steps - quite a few extraneous on the way?

I seldom verify how many of the steps reported by my solver are necessary. Sometimes, I'll mark a puzzle BBDB? when I have a feeling that the number of steps can be reduced to four or less. |

Like Peter, I found many steps that did not appear to contribute to completing the puzzle. I ultimately found the three stepper posted by Peter and a similar solution starting with an anp(7=34)r13c2.
A fun, interesting puzzle trying to minimize the number of steps needed to finish it off.
