Three steps - last chain with hidden set was fun but probably OTT!

Peter, My reason for playing Sudoku is to have enjoyment.

Nothing is OTT if it is fun.

W-Wing (28), along with a couple of transports, eliminated a few 2s.
W-Wing (28), flightless with transport; r9c2<>8 plus transport, r3c9<>8
