I initially found a two step solution as follows:
#1: skyscraper (9)r5c49; r1c6,r2c8<>9
#2: w-wing(59)r4c7|r9c6 grouped strong link (9)r459c8; r4c6<>5
plus transport: (5)r9c6-r8c56=(5)r8c8; r456c8<>5

Then I realized the w-wing was an AW-wing(59) one stepper.
If fin (1)r9c6 is true: (1)r9c6-(1=9)r1c6-r1c9=(9)r5c9-(9=5)r4c7; r4c6.r456c8<>5

After the skyscraper(9) I just needed a plain w-wing(59) r7c8, r9c6 which eliminated (9)r7c56 and (9)r9c8 (I think)

I used an ER (9), X-Wing (2), W-Wing (59) and XY-Wing Chain (45-25-25-25-24).
