I used five moves - and one of them wasn't "moderate"
Quote: | skyscraper(3) r3, r4 ; r6c2<>3
type-1 UR(36) ; r6c3<>36
xy-chain ; (4=7)r1c9 - (7=3)r1c4 - (3=1)r1c2 - (1=4)r2c1 ; r1c1<>4
xy-wing(34-7) r3c7 ; r1c5<>7, r3c9<>7

I've been treating the 4-cell XY-Chain as "moderate" because of all the times they've been identified as an XY-Wing with an extended pincer ... or an XY-Wing with a pseudo-cell. |

I also found a couple of five step solutions; here is one of them......
#1: Type 1 UR(36)r56c39; r56c39; r6c3<>36
#2: Kite (3) pivot b2; r6c2<>3
#3: Almost AIC with (45=1)r2c6; r3c6<>7
If r2c6=(45) then: (7=5)r9c6-(5=4)r2c6-(4=1)r2c1-(1=3)r1c2-(3=7)r1c4;
If r2c6=(1) then: (1)r2c6-(1=7)r5c6;
#4: xy-wing (37-4) vertex (37)r1c4; r3c9<>4
#5: BUG+1; r6c1=1
