Not the most satisfying solution, but...

Doing an external analysis on the potential 23 DP in boxes 89, one of r1c6, r5c9 or r7c9 had to be=2. R5c9, r7c9<>2 due to invalidity.

I squeezed in under 5 moves just - but only by using an als...

JC, thanks! I am really rubbish at all those higher fish.
I did go back and find this one-stepper which might (?) be a kraken franken swordfish?! Shocked .. if not just an almost-x-chain! (Edit. As it's not a loop I guess it can't be a fish)

No fin. However, an excellent example of the strong links in an X-Loop overlaying the base sectors of a fish.

Peter: I believe that the majority of "fish" patterns can't be expressed as loops. If r7c1 and r8c7 had contained an <8> as a candidate in this grid, then I'm fairly sure that an X-Loop isn't possible, but the Franken Swordfish would have still been viable:
