JC: an interesting Jellyfish!
Your cells can also be used in what ronk would (probably) call a Jellyfish with a remote fin cell. Since I almost never recognize the presence of a remote fin cell, seeing it was a surprise.

I found this puzzle to be a definite challenge; four steps was my best effort. I did find some involved steps that were fun but scotch at dawn is a little crazy.........
Here is a set of four that does the deed.
Kite (7) with pivot b5; r8c2<>7
