This step provides 8 deletions but does not complete the puzzle. However, again looking at the fin (4)r1c1 we note that in additions to the 8 deletions we also have : (4)r1c1-r2c3=r2c7-r4c7=(4)r4c1; => conflict: r1c1<>4 which completes the puzzle in one step.
