There is an ER in Box 9, that solves the puzzle in one step.

A skyscraper on <3> in R48 takes out <3> in R5C2 and R7C1.
Note also the UR <16> in R23C28. One of R2C3 and R3C9 must be <6>, which removes <6> from R2C8 and R3C2. The skyscraper on <6> in C39 makes the same eliminations.
