Well, this puzzle beat me. As advertised, it could/did contain a chain that I was not able to find. I know this because I finally gave up and ran "Sudoku Susser".

Did anyone else find a solution without a chain?

no, but I didn't search for everything.

Code:
.------------------.------------------.------------------.
| 279   27    3    | 8     6     59   |H1-45 A14    1245 |
| 29    8     6    | 1     4     59   | 7     3     25   |
| 4     1     5    | 37    237   27   | 9     6     8    |
:------------------+------------------+------------------:
| 8     5     79   | 4    C179   3    | 2    B179   6    |
| 3     267   2479 | 567   8     167  | 145   1479  1457 |
| 1     67    49   | 2     59    67   | 3     8     45   |
:------------------+------------------+------------------:
| 27    4     27   | 9    D13    8    | 6     5   E13    |
| 56    9     1    | 3567  357   4    | 8     2     37   |
| 56    3     8    | 567   1257  1267 |F14  G1-47   9    |
'------------------'------------------'------------------'

(4=1)A - (1)B = (1)C - (1=3)D - (3=1)E - (1=4)F; G and H not 4
skyscraper 1: r4c8 = r4c5 - r7c5 = r7c9; r5c9 and G not 1

If Norm had performed his Skyscraper eliminations first, then a <14> W-Wing would have been exposed to get around a 4-cell XY-Chain.

Aside Note: Except for a couple of puzzles in this set, all of the XY-Chains can be circumvented with either W-Wing(s) or a UR. Some puzzles could be cracked using either alternative. Very Happy

Now I am embarrassed since I did perform the skyscrapter first, but missed the w-wing. Embarassed
