Two steps using xy-wing pincer extensions.
xy-wing 36-7 with vertex 36 in r2c8, pincer 67 in r3c9, pincer 37: (3)r2c8 - (3=6)r6c8 - (6)r6c12 = (6)r45c2 - (6=7)r1c2; r3c1<>7,
xy-wing -167 with vertex 67 in r1c2, pincer 16 in r3c1 and pincer17: (7)r1c2 - (7)r1c6 = (7)r2c6 - (7)r2c7 = (7)r3c9 - (7=6)r7c9 - (6=1)r7c4; r3c4<>1 completes the puzzle.
