This one has only 16 starting squares.

There is no known valid Sudoku with less than 17 starting squares.

Even though you can fill in a couple of squares (R9C1 must be <5>, R7C4 is <1>), this puzzle has multiple solutions and is not valid.

I think this may be sudokuX. If so, there is a unique solution.

As to the next steps, 1 can be placed in r2c3 and 6 in r5c5.
