Lots of moves available. Here is a two step solution with an unusual second move.

#2: I spotted and am notating this move as an "Almost: xy-chain with (17=3)r8c6; r7c6,r8c9<>7
If r8c6=17 then: (7=3)r7c7-(3=5)r3c7-(5=9)r3c2-(9=1)r1c2-r78c2=r8c1-(1=7)r8c6
If r8c6=3 then: (3)r8c6-r9c6=r9c8-(3=7)r7c7
