Notice the AUR(14)r18c56 marked #
sis: for row 1, use the extra internal digit r1c6=8 and for row 8 use the external digit r8c9=1; r7c8,r8c56<>1
(1=8)r7c6-AUR(14)r18c56[(8)r1c6=(1)r8c9]

I used the same potential 14 DP. Either r1c6=8 or r8c56=67 pseudo cell. Common outcome is r7c8, r8c9, r9c8=415.

Alternatively, making the same eliminations as Ted without the AUR...
Code:
anp(18=2)r7c46 - r5c4=(2-6)r5c7=r89c7 - (6=1)r8c9 ; r7c8<>1, r8c56<>1
