XY-Wing 69 67 79 pivot in r7c7 setting r8c1<>9 solves it. |

the W-wing 46 in boxes 1 and 9 acting on 6 in col7 deny a 4 to r9c3.
Exactly the same result can be achieved via an ER? The 4s in Box 1 and the strong linked 4s in col 9 forbid a 4 at r9c3 (else there is no room for a 4 in box 1 |

I used the xy-wing 467, also with pivot at r7c7. |

I also used an ER using the 4s in Box 3 and the two 4s in C3 to eliminate the 4 in R9C9. |

I'll throw in a Skyscraper on 4 in columns 39. |
