I could not resist looking at all the (13)s; it was impossible since that was by far the majority of the bivalue cells.
Flightless w-wing (13) r6c9|r7c4 with grouped strong link(1)r6789c5; r7c4=3
Transport: (3)r6c9-r12c9=r2c78-r2c4=(3)r7c4
