Two steps: UR 23 sets r89c8<>2 and XYZ-Wing (27) (267) (26) with hinge in r8c7 eliminates 2 in r9c7 solving it.

Another 1-stepper is a 28 w-wing in c78 with SL in 2 setting r5c7 and r9c8<>8.
