It helps to learn Eureka notation, which I decided to learn a few years too late, but better late than never.
What he's saying is that if r4c8=9, then r6c7=1. If r4c8=5, then r6c7=17. Either way it can't be =5. |

Therefore r6c7 cannot be 5

ALS XY-wing (Almost Locked Set)
remove the 1 from r6c18 and you have a locked set that makes a pincher. |
