Diabolical may be too strong a term for this one's difficulty level. A simple skyscraper (in the columns) on 6 solves it in one step.
Skyscraper (6) r1,9c2 and r1,7c5...thus r7c3<>6(=3!).

There were others as well, as Gianni has noted. May be closer to Very Hard+.
