Another possibility with the power and elegance of a Sue de Coq. Certainly not needed (required) or necessary, but present and identifiable.
Sue de Coq: r46c7 - {35789} (r3c7-{59}, r4c9-{38}) => r5c8<>3,8 (=7!)

Or do it the hard way:
Type II UR36 R1,7
R1C7 or C8 must be a 7, so R2C4 = 7
